I suspect they are genuinely clueless and I second Dennis on sending them a copy of the copyright law dealing with the "Face to Face " exemption. I think there are some people who know better who try to claim that libraries and colleges must pay more, even if a film has been released in the home video market, but I suspect these folks don't.
