Randy, You'll have to check the DVD releases of the smaller distributors. I suspect for companies that distribute educational titles, ISBN is very prevalent. For indie distributors such as New Yorker and Zeitgeist and Oscilloscope, I'm not sure they do. I started adding the "optional" ISBN numbers along with the "absolutely necessary" UPC code for my titles since we started doing the Milestone Cinematheque boxes ourselves. The quotes are my own opinion.
Also, it's a pain-in-the-butt to fill in the ISBN form at Bowker (EXTREMELY out of date in their data requests and totally oriented towards books still) so I wouldn't promise that they are totally accurate. The REAL problem, I would guess, is all the multiple versions of each title and knowing which is best by the UPC or ISBN number.
