For commercial DVDs, you should definitely list UPC codes rather than ISBN if you can only list one. Most of the vendors I've worked with use the UPC as the stock ID number in their database and/or for ordering purposes.
Also, major studios may issue more than one version of the same title (i.e., pan & scan versus widescreen, theatrical vs. unrated) and the UPC numbers change accordingly. They can also change with new pressings, cheaper editions, etc. When ordering videos I always do some research to find the correct UPC number, and it has drastically reduced our order cancellations and wrong items shipped. (Getting a better primary vendor also helped!) I suspect for companies that distribute educational titles, ISBN is very prevalent. For indie distributors such as New Yorker and Zeitgeist and Oscilloscope, I'm not sure they do. I started adding the "optional" ISBN numbers along with the "absolutely necessary" UPC code for my titles since we started doing the Milestone Cinematheque boxes ourselves. The quotes are my own opinion. Also, it's a pain-in-the-butt to fill in the ISBN form at Bowker (EXTREMELY out of date in their data requests and totally oriented towards books still) so I wouldn't promise that they are totally accurate. The REAL problem, I would guess, is all the multiple versions of each title and knowing which is best by the UPC or ISBN number. Actually I do independent media marketing, booking and sales (for a shameless plug I am currently working on My Neighbor My Killer, Henri-Georges Clouzot's Inferno, Eyes Wide Open, A Small Act and some others). As a practical matter I am not sure how one would charge for tracking down the rights/ copies of films. I did have one really fun small job in the spring where I did get paid for tracking down the rights and prints for rare classic films for a film festival.
