For the most part this appears to make British Copyright laws in line with the US in terms of fair use for limited amounts, parody /satire exemptions, orphan work exemptions. Many people ( thought not are poor neighbors to the North) did not really understand that most things we take for granted like "fair use" are not part of most copyright codes. I would not hold your breath for the French or Germans to change much. Films long accepted at Public Domain in both countries are considered copyrighted and fiercely protected. Believe it or not A TRIP TO THE MOON only lost copyright about 2 years ago.
