I suspect Singin in the Rain is far better than The Artist for the subject. It is by far the fiction film which covers the subject as its main plot and in some detail and was made by people who actually remember when it happened even if they were not directly involved. Also one the greatest movies ever made. I can actually recite most of the dialogue and lyrics by heart.
