Canadian law as noted is even stricter than US law as it has no classroom exemption. You could not show a copyrighted film to an audience in Canada without a license. I presume you can buy a "site" license in Canada which would entitle to show films from a given list for a fixed fee, but that would still be buying PPR rights so I honestly have know idea what she means.
