I can't speak to overall question but I can say that charging $15 for "institutional use" as they have on many titles is NOT legit. You are NOT getting any additional rights and if you need PPR or streaming rights they do not own them and can not sell them. I know this because I represent THIS IS NOT A FILM the top film listed. I assume they buy it wholesale (not my dept but I am checking) and I find the "institutional use" claim highly misleading.
Overall it appears they seem to sell a lot of titles that like many "imports" from places like Mexico & India are not legit but have sort an established black market among immigrant communities in the US.
