As a small college with a limited budget, we do tell students to buy books and 
articles.  We have told students that we do not buy certain types of materials 
since they do not fit our collection policy.  If they cannot borrow it, they 
will have to buy it.  Also, libraries have been charging for ILL for years.  If 
there is a fee over our limit, we ask students if they are willing to pay the 
price being asked by another library.  Our ILL Department tries to obtain the 
material at no cost to the student, but that is not always possible.  If that 
became a necessity here, I would look at a streaming fee being not much 
difference than charging students a lab fee.

VIDEOLIB is intended to encourage the broad and lively discussion of issues 
relating to the selection, evaluation, acquisition,bibliographic control, 
preservation, and use of current and evolving video formats in libraries and 
related institutions. It is hoped that the list will serve as an effective 
working tool for video librarians, as well as a channel of communication 
between libraries,educational institutions, and video producers and 
distributors.
