This is a very complicated topic. They did not oppose commercial software if you read it carefully. Software companies in VN worry about their products being pirated and there isn't any enforcement to protect their interest. If this is truly the real concern then their only option is to use BSD license for those that wish to develop and sell open source software. The most successful open source software company in the world is Red Hat. And their main revenue source is from subscriptions (service model), not from selling software. They're willing to give away their software. Same with Canonical. So, software companies in VN prolly already thought out that: 1. Do I develop software with GPL? If so, how will I feed my family? What is the model that will generate revenue from my GPL software? I'm sure there are a lot of places/individuals already figured it out how to deal with this. 2. Forget about 1. I'm gonna stick with MS. I just go down the street and buy Visual Studio for VND25,000 and start develop commercial software (Hey, isn't this copyrighted violation already? :) ) I believe education and governmental branches/offices or a few experienced users that are willing to put OSS @work are the only places that OSS will be nourished strongly in VN for the time being. I haven't been back there for 2 years.
