and it is a long topic.
The FOSS, as a evolution is still in is developing stage and it is
very hard to tell whether is is good or not.

Though the merits of FOSS are researched and shown by many case
studies. From different point of views: business, users, developers...

For the question above, the the merits are: the freedom to run, copy
and develope existing FOSS

Software development processes in FOSS are done by different
target: To gain popularity, to gain market share, to gain free developers +
free users + free testers  = community. This is done by opening source code.

I don't think BSD license and GPL license are important in Vietnam
because no many peopel care/understand them.

From the business point of view, Redhat is just packaging a lot of FOSS
and makes distrobutions call RHEL and Fedora.
They use Fedora to gain:

+ popularity
+ free developers, free testers, free users

while making money out of its services ( and customizing existing softwares???)

How to apply this model to Vietnam is still a question.

The motivation of FOSS developers are different:
They do it in their free time to indentity themself as a "linux developer".
Not the money. Some research shows that 70% developers making
their hobby FOSS software during work time.

How to make money out of FOSS is a question for business men.

Who will care about this? An invidual, a company or the goverment?
The answers will vary.

Education takes alot of resource. It is one of the main point why
MS products are still be loved in Vietnam.
