No clue.  I think you are right.

But, I think we should chaneg the default refresh time from 30s to at
least 1 day before making downloading the default.

(I use a 'gpx.viking" file with map layers the way I want them and do
  viking gpx.viking foo.gpx
so this defaults problem isn't actually annoying me.)
