It is up to you, how it is done (commenting out may be an other option). The Makefile.am in the "reference" directory has a bug anyway due to a missing "clean" arrangement. Currently you can build the documentation but there is no chance to get rid of it by "make clean". BTW I am currently working on an updated German translation via launchpad (checks are not finished yet). As I found in the "Tools" menu there are several keyboard shortcuts missing in the English text (starting from "Create Waypoint"); less shortcuts are missing in other menues too.
