The runtime files have to be in the same directory as the executables.
It is better to have the sources somewhere else: Just put the sources in
c:\Sources\vim70f04
for example and copy the contents of
c:\Sources\vim70f04\runtime
to
c:\vim\vim70f
where your executables are. Then you should be able to install Vim
without any problems.
