Excellent. It's true that the current wiki doesn't make it really clear what a new user could do, and I look forward to your proposal. In particular, the idea to encourage users to make their own pages, with advice on how to do that, has a lot of potential. However I will say that the current main page has many good points. A reader can immediately see the purpose of each box, and can (for example) easily skip the Featured tip if wanted. The Welcome box contains a simple list of links that cover just about everything you could hope to do. The "Policies and how to edit" link points to some pretty good advice. What's missing is the encouragement for user pages, and the magic method to help readers find what they need.
