I don't think that's the issue, as I understand it.  As another 
example, if I type

    :help termi

followed by <tab>, I get the following list of possibilities and the 
command line as shown:

    terminfo              terminal-options      mbyte-terminal
    +terminfo             qnx-terminal          startup-terminal
    terminal-info         slow-terminal         slow-fast-terminal
    terminal-colors       raw-terminal-mode     enlightened-terminal
    :help termi

Every possibility contains "termin", so I would expect vim to expand 
the string on the command line to "termin", not leave it as "termi".  
As it is, I now have to type "nal-c" to select "terminal-colors".  I 
would expect to have to type only "n" <tab> "-c".  In this 
particular example I would save only one keystroke, but I didn't 
spend any time looking for a worse case, and it's sufficient to 
demonstrate the issue.

This has bothered me for some time--it just never rose above my 
posting threshold until someone else brought it up first.
