Have you noticed the vi book on Wikibooks. More then half the book is allready 
dedicated to Vim:

We could just as well turn the book into a Vim book. It also has a section for 
Tips (which can be split into an own book when it gets large enough):

Now Wikibooks addresses quite a few of the concerns raised here. Especially 
anonymous edits are allowed and there is no comertial background or 
advertising. And there is allready quite a bit of content there.
