According to its ":version" text, Vim 7.1 dates back to 12 May 2007. Since 
most runtime files are not reflected in the official patches, I don't expect 
to be able to find it in the official 7.1 patches (which I have on my HD). I 
would have thought the "Last Change" line reflected the latest (even minor) 
change but if you say the runtimes distributed with 7.1.0 didn't have it I'll 
have to assume that whoever added that exclamation mark forgot to update the 
"Last Change" line when he did it (I could check the archive but I'm too lazy 
;-) ).
