Caps lock is too low-level for Vim to be able to set or clear it. It 
should be left to keyboard drivers, and even so it is not handled 
flawlessly when more than one driver try to drive the keyboard: a few 
days ago it took me some time, after switching to a text console and 
back to X, before I realized that the Caps Lock light was now _on_ only 
when Caps Lock mode was _off_. I tried to switch terminals back and 
forth again, but the only way to put the keyboard in a "known mode" 
again was to reboot.
