if_ruby patch for network problems under Windows?

Hi,

I was having problems using Ruby networking functions in Vim's if_ruby
interface under Windows, so I searched the mailing list archives. I
found a patch for that problem here:

And I found Bram's correction to that patch here:

However, this fix isn't in Vim 7.2. Since I actually do have a use for
it now, would it be possible to add this fix to the Vim source? Is
there anything I can do to help this process along?
