Indeed Emacs is more flexible and open system, hence a better platform for modifications and extensions. Your plans for Vim are so ambitious that I honestly think that nothing will concrete will ever come out of them. Sure I may be wrong, and I really _hope_ that I'm wrong. Anyway, in my opinion it would be better to join forces with some existing projects. If you feel that Vim's design, goal or development is stuck and not suitable for the kind of improvements that you would like, then maybe Yi editor project has similar goals to yours. I think Yi is the most interesting "next generation programmer's editor" project. It's written in Haskell language and follows the Emacs-like idea of making an open, interactively modifiable system.
