Hi, I have a question about the contribution process.
If I want to contribute, which way of contribution is more "vimer":

   - check for TODO.text, read develop.txt, choose an unsolved problem, try
   to fix it and send a patch for review.

or

   - propose new feature, discuss it on [email protected], if it
   approved, implement it and send a patch for review.

This is my first question.
If first way is more vimer, then my second question is - where I can discuss
feature requests?
If second is acceptable, then my second question is about the feature
request I want to implement:

I want add 2 following options into vim's waring dialog in
buf_check_timestamp:
"Skip All" and "Reload All".

Though it is not revolutionary fresh idea, but I really will be glad to
implement it.
