Yes, it does, and I'd like to keep it for keyword highlighting purposes. What
type of overhaul are you suggesting? IMO the file is supposed to be read (and
rendered) as a help file, and the highlights work well modulo your color
scheme...

After renaming ~/.vimrc, ~/.vim and /usr/local/share/vim/vimfiles to
~/.zimrc, ~/.zim and /usr/local/share/vim/zimfiles respectively,
checking that my ~/.gvimrc is a zero-length file, then invoking Vim in
bash (in konsole) as
vim -u /usr/local/share/vim/vim73b/vimrc-example.vim
and doing
:help if_lua.txt
I still see the "strange dollar signs", and they don't change the
highlighting for me.
So the help syntax script $VIMRUNTIME/syntax/help.vim, as distributed by
Bram over Mercurial, and when no colorscheme is loaded, neither hides
these dollar signs nor changes the highlighting in the text they
delimit. The version I'm using (installed as
/usr/local/share/vim/vim73b/syntax/help.vim) is a copy of
runtime/syntax/help.txt in a Mercurial clone updated to branch vim73
changeset 9228765d3e13 dated 2010-06-18 23:32:13 +0200; the file says
"Last Change: 2009 May 18". The only dollar signs I see in it are at the
end of patterns.
I see you're using mutt, which makes me suppose you run Vim on a
Unix-like system. Are you sure you have none of the following?
~/.vim/syntax/help.vim
$VIM/vimfiles/syntax/help.vim
$VIM/vimfiles/after/syntax/help.vim
~/.vim/after/syntax/help.vim
Also no user-set Syntax autocommands for help?
What type of overhaul? Well, obviously, whatever is necessary to display
if_lua.txt the way you like it. Or else, that helpfile should be
rewritten to put it in line with the helpfile writing conventions as
outlined under ":help help-writing" in the 7.3b help.
