I've added that in the repository.

NSIS language string needs to be encoded in those Windows codepage,
I think German is cp1250, is that right?

windows-1252 is the Windows Charset and cp850 is the MS-DOS Codepage.

Thanks.  I've changed the fileencoding of "german.nsi" to cp1252.

I also updated the repacked installer to include German support,
please check it's what you expected:
     http://github.com/gpwen/vim-installer-mui2/downloads
The file is gvim73-intl-r2.exe.
