Recent NSIS versions support Unicode.

Yes, that's expected in NSIS 2.5x.  I hope that will be released soon.
The current stable release (2.46) does not support UNICODE yet.

However, even with that, UNICODE installer will work only under Windows
2000 or later, I don't know if Vim installer needs to support OS
versions before that or not.

Anyway, the language files can be easily converted to UNICODE once we
decided UNICODE installer is a better choice (and I believe it is).
