AFAIK the DESCRIPTION entry only had a purpose with Win9x VxDs (which I

line in gvimext_ming.def but I have no idea if MingW does anything with

Vim (the editor) never was, maybe, but we're talking about GvimExt here,
a "resource" executable (not the editor itself). GvimExt was (still is?)
used to provide the "Edit with Vim" and similar menu items depending on
the circumstances (and whether a running Vim server could be detected)
when you right-click a desktop icon on Windows.
