I'm not sure this ever worked. Not sure, because I don't use this feature, so I didn't test it on zOS.

1) Is mouse support compiled in?
Check the output of :version for +mouse, +mouse_xterm.

2) Terminal mouse support is not enabled by default.
Have a look at :help mouse-using. You have to do :set mouse=a to get mouse support on a terminal. This is not enabled by default.

Also check the value of ttymouse with :set ttymouse?.

Yes, the port for zOS is somewhat incomplete. See :help zOS-limitations.
