This patch will use environment variables for the temp directories for both 'directory' and 'backupdir' options. This way on a fresh Windows 7 install, the user should always have write access to at least one of the directories in these options. This is needed even after the change to the installer "start in" path in patch 7.4.077, because you can still start Vim from non-writable directories.
