Oh, I see, it's manually set by commands like :GoDoc in https://github.com/fatih/vim-go/blob/master/ftplugin/go/godoc.vim. Might be able to recognize it looking for a header like "PACKAGE DOCUMENTATION", but probably would have made more sense to just distribute it along with the commands that use it.
