OK, then verify that adding this in $VIMRUNTIME/scripts.vim, e.g. below
"valgrind", sets the filetype:

  " Go docs
  elseif s:line1 =~ '^PACKAGE DOCUMENTATION$'
    set ft=godoc

Perhaps it's a bit too strict and white space needs to be ignored.
