If I understand the situation correctly, ZyX is saying that two things are 
combining to create the behavior you observe.  One is that somewhere between 
Vim 7.4.712 and Vim 7.4.922 the English spell files acquired the non-ASCII 
apostrophes.  Two is that whatever font you're using is incapable of rendering 
these non-ASCII apostrophes.  This is why in the later Vim you're seeing 
on-screen garbage.

But this is conjecture, because you didn't do the diagnostic steps that ZyX 
proposed.  If it turns out to be the correct diagnosis, you will have to either 
live with the on-screen garbage or change your font.
