The reason to remove it is to make it easier to work on the code, less
#ifdefs to worry about, no risk of breaking something that you can't
build (without spending more time, which slows down development and
discourages people to make changes).

The reason to keep it is that there are still people who use this code
and care about having it.

I generally default to "keep it", so we only remove something if there
is nobody who cares about the code.  That we didn't have fixes for Win16
for five years is a good indication of that.

Windows XP is still being used, even though most people have stopped
supporting it (including Microsoft itself).  So we'll keep it for a
while.  But there doesn't appear to be a reason to support older
MS-Windows versions (I have an old game that requires Windows 95, but
it's actually not so easy to run, even in a VM).  Those older MS-Windows
versions can use older Vim versions.
