As noted in ":help J", "Join [count] lines, with a minimum of two lines.".
So, the count refers to how many lines should be joined together. Since you
can't join one line with itself, it bumps up to 2 lines.

One could argue that the count should be how many lines get joined to the
current line, but that ship has sailed.
