On my system:

    $ /usr/bin/vim --version | head -5
    VIM - Vi IMproved 8.0 (2016 Sep 12, compiled Apr 10 2018 21:31:58)
    Included patches: 1-1453
    Modified by [email protected]
    Compiled by [email protected]
    Huge version with GTK2 GUI.  Features included (+) or not (-):

    $ lsb_release -d
    Description:    Ubuntu 18.04.1 LTS

The versions appear to be the same as yours, but I have no trouble
using '" to jump to the line I was on when I last exited a file.

It looks like there is a problem with your configuration.  We just
need to figure out what it is.
