Every Mac from OS X 10.4 onwards comes with Python 2.3 installed.  So
unless you've deleted it (a bad idea) it should be found under

/System/Library/Frameworks/Python.framework/Versions/2.3

Follow the build instructions _very_carefully_ and you should be fine:

This has been discussed many, many times in the past.  Search the
archives.  It boils down to this: MacVim should run on OS X 10.4 which
ships with Python 2.3.
