I don't know how fundamental it is. Unless someone is willing to delve 
into the code (do you?) looking about how this might or might not get 
fixed, I suppose the answer (if any) should come from Bram.

Am I mistaken, or does the bottom (file) line appear in its entirety 
(possibly moving several lines out the top of the window) when you move 
the cursor onto it (assuming it begins somewhere in the middle of the 
window and, with display=lastline, ends in @@@ at bottom right before 
you move to it)?
