It seems that he proposed to become a/the mentor (of the clisp part) for
such Google summer coding project.

But there is already ECL patch set which even seems to have found its
way to the vim_extended Git repository.

I suspect that to become really Emacs-way "under the hood" Lisp
environment it would require rewriting the most part of Vim in Lisp.
