There have been some conflicting views, but I think I'll go with option 1 for a while. I hope that publicly posting will both let people know that it is by consensus, and will let anyone browsing the list work out what our guidelines are. A couple of people have pointed out that it's quite likely that some users don't read anything except in their narrow field of interest, so they would completely miss a weekly announcement. Often, the more something is explained, the harder it is to understand. However, I have expanded the guidelines with some more pointy advice.
