In Thunderbird http://getthunderbird.com/ or SeaMonkey http://www.seamonkey-project.org/ you can set up each email account separately, to quote or not quote the email being replied to, and if quoted, to start your text above or below the quote. It's under "Composition and Addressing" in the "Account Settings" for each mail or newsgroups account. Both are open-source applications, available at no pay for home use on (at least) Win32, Linux-i686 and Mac-OsX (the latter with Universal Binaries for both PPC and Intel boxen). Both also accept third-party extensions to allow editing email with an external editor such as Vim.
