Yeah, that's one place, though like most of the "normative" Unicode texts it is very much "technical" -- the kind which will put non-techies to sleep before they have a chance to get an idea of what is being talked about. This text is about determining how to display Unicode text given the memory (or disk) representation, but it says near the top that the representation is "logical" which means that the characters are stored in memory or on disk in the order they would be pronounced or handwritten (by someone who knows the language).
