":help colors" didn't help?  That points you to

    $VIMRUNTIME/colors/README.txt

which contains "Hints for writing a color scheme file".

If you're having trouble finding the right topic using :help, you
can type a string that you think is likely to be contained in the
topic, then type Ctrl-D.  That will give you a list of all topics
containing that string in the topic key.  If that doesn't do it, try
:helpgrep followed by a pattern you think might be in the text of
the topic.  In this case, ":help \<colors\>" returns 274 hits, which
is a bit much, but ":help colorscheme" returns a more manageable 24.

    :help toc

will give you the User Manual table of contents.  You can search
that for "color", which will get you to

    :help 06.3

which also includes instructions for writing your own color scheme.
After reading those, you can browse through $VIMRUNTIME/colors to
see what others have done.
