commenting out the line had no effect.

For now I've just duplicated the settings for LineTooLong, but does
anyone know why I cannot simply use hi link for the ColorColumn? Where
is this highlight group actually set up?

Try

hi clear ColorColumn
hi link ColorColumn LineTooLong

ColorColumn is a default highlight group, defined in syntax.c currently at line 6568 for vim 7.3 .
