You should be aware if you are not, that the netrw plugin ships with
Vim in the standard runtime.

You are correct though, that it depends on external programs. I'm not
sure of the best place to get these. I've been annoyed a couple times
that accessing web content does not work in Windows through netrw
(which depends on wget, I believe).

Ben: perhaps reading :help netrw-externapp will help you. wget is only one of several applications netrw can use.
