You can always install Vim on a subdirectory of your home directory.
I'm not sure what options there are in the installer of the "Vim without
Cream" distribution, but it ought to offer you to change the install
directory. Even if the default is "C:\Program Files\vim" or similar, you
ought to be able to change that to some Vim directory under your own
home directory. Then make sure that the vim73 subfolder of that is
mentioned at the start of your PATH.
