I have successfully installed Vim as a non-admin on a couple of PCs at
work, in:

C:\Vim
C:\Documents and Settings\{my user name}\Vim

It seems to run without issues but you obviously cannot do anything
like adding .bat files in the system directory, so you'll need to find
another way to accomplish that (like adding the install directory to
your path, as Tony suggests).
