For the period of time, GET was used (see another posting in this thread), some links in google results pointed to a link that would send a rating but not to the actual plugin page. A user most probably didn't even notice the difference -- I thus wouldn't necessarily assume abuse.
I wouldn't consider removing old ratings (or yearly cutting them down to 50%) a problem. It would rather help to weed out outdated scripts.
