You _can_ do things like

  :'<,'>s/^/\=(1+line('.')-line("'<")).'. '

to number un-numbered lines (like you describe), or

'<,'>s/^\(\d\+\. *\)\=/\=(1+line('.')-line("'<")).'. '

to re-number lines that may (or may not) have already been numbered.
