how use surround.vim

Hi,everyone

         I use surround.vim.

         I want it can do like this:

         

         Old:

         GT_SI                 <=#`DELAY 0 ; 

         

         New:

         begin

                   GT_SI                 <=#`DELAY 0 ;

         End

 

         How can I do?
