I see that xoria does:

set background=dark
hi clear

if exists("syntax_on")
  syntax reset
endif

let colors_name = "xoria256"

hi Normal       ctermfg=252 guifg=#d0d0d0 ctermbg=234 guibg=#1c1c1c cterm=none
gui=none

so if i understood your post, it does everything correct, but maybe that
"ctermbg=234" alters &background? it is the correct (dark) grey though...

mh... i'm not sure to have understood this one. I haven't set anything except
the background variable, so even if it reloads the color scheme i expect to see
no changes at all.
