POSIX definition of a text file is a file that contains characters organized into zero or more lines: http://pubs.opengroup.org/onlinepubs/9699919799/basedefs/V1_chap03.html#tag_03_397 A line is defined to have a newline: http://pubs.opengroup.org/onlinepubs/9699919799/basedefs/V1_chap03.html#tag_03_206 Text files with incomplete last lines have problems with lots of tools, like the diff programmes used by version control systems.
