I think you are right. Looking at HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\filetype\OpenWithList in the windows 7 registry, the first program that should be tried is gvim, followed by chrome, then wordpad, then runemacs. I note that "Notepad" isn't on the list anywhere, but that is what starts from theBrain.
